A. General Rules

  1. The tournament is restricted to the use of the gym and restrooms.
  2. Games played in accordance with 2010-2011 High School Rules. 
  3. Smoking is prohibited on Club grounds. 
  4. All teams must have a first aid kit available. 
  5. No food or drink is allowed in the gymnasium.

B. Rosters

  1. Rosters are due by Wednesday, March 9 at 5:00 pm. 
  2. Cut off for birthdays is October 1, 2010. 
  3. Maximum 15 players to a roster, players cannot be added and substitutions cannot be made once a roster is turned in 
  4. All players are required to turn in a copy of a birth certificate. 
  5. Teams are allowed to have no more than three suburban players on a roster in a game. However, only two may be on the court at any one time.

C. The Game

  1. Any team unable to start a game with a minimum of 5 players within 5 minutes of the of the official starting time will forfeit the game. 
  2. Any team with a 20 point lead will be asked to slow the game down (no arch rule). 
  3. All defenses allowed. 9-10 teams can play zone defense if they would like. No full court pressing in 9-10 division. Also in 9-10; when the ball is rebounded by defense and does not fast break, the other team must drop back. 
  4. In 11-12 and 13-14 play, any defense is allowed throughout the whole game. 
  5. Four timeouts per game allowed per team. If a game goes to OT, one time out will be added. OT is 2 minutes long. 
  6. Foul shots will be played off the release of the ball.

D. Code of Conduct

  1. Applies to ALL players, coaches, parents and spectators. 
  2. No person shall “hinder, “degrade”, or “challenge” any coach, referee or officials actions judgement, including players, parents or spectators in any youth group, in any way that is detrimental to the running of the George Webb Memorial Tournament. 
  3. If any behavior is deemed “inappropriate” by coaches, officials or Boys & Girls Club staff during the tournament, you will be asked to leave the premises immediately. 
  4. Please remember that this is a “recreational tournament” for boys and girls (NOT THE ADULTS) and will be run accordingly. Adults should act as role models to the children and negative actions will not be tolerated.

                                  

NEW RULES ADDED: 

  • NO player will be allowed to play on MULTIPLE teams in the tournament.
  • Smoking is prohibited anywhere on Club ground.  PLEASE INFORM YOUR PLAYERS’ PARENTS.
  1. Length of Game.
    1. Playing time for all 7th & 8th Grades, games shall consist of two (2) halves of 16 minutes (Running time) each with a half-time intermission of 5 minutes.
    2.  Playing time for all 5th & 6th Grades, games shall consist of two (2) halves of 14 minutes (Running time) each with a half-time intermission of 5 minutes.
    3. Playing time for 3rd. & 4th.Grades games shall consist of two (2) halves of 13 minutes (Running time) each with a half-time intermission of 5 minutes.
    4. Time will only stop by referee’s whistle; dead play.
    5. Overtime:  Period (s) will consist of 3 minutes.
  1. Time Outs.
    1. All teams, regardless of age or divisions will be allowed 4 time outs (1:00 min.) per game.
    2. Overtime:  Each team will have 1 time out per overtime period.
  1. Full / Half – Court Press.
    1. The full court press will only be allowed in 7th & 8th grade (A) divisions ONLY! 
    2. The half court press will be allowed in 7th & 8th grade (B) divisions & in all 5th & 6th and – 3rd & 4th grade boys & girls divisions.
    3. The full court press will ONLY be allowed in the last (2) minutes of each game and any subsequent overtime that should occur.
  1. Ball.
    1. Boys/Girls in the 3rd – 4th brackets in both divisions will use the 28.5 basketball.
    2. All girls’ teams will use the 28.5 ball.
    3. All boys’ teams in the 5th & 6th and 7th & 8th brackets, regardless of division will use a regulation size basketball.
  1. Jump Ball.
    1. All held balls (jump balls) will impose the alternating possession rule.  There is a backcourt rule in all divisions and the only way a player can return to the backcourt is if the ball is tapped or batted by a defensive player.
    2. Mid-Court Violations will be enforced in all divisions play.  The team with the ball will not be allowed to return to the backcourt once the player has crossed half court.  The only way a player can return to the back court is if the ball is tipped or batted by the defensive team
  1. Free Throws & Bonus.
    1. The bonus (one & one) will be shot at the 7th team foul per half.  The 2 shot-rule on the 10th foul is not used.
  1. Mix-Gender team
    1. Two Girls may play on a boys’ team in any division as long as the girl (s) are in the same grade as the team they are playing for.
    2. No boy (s) regardless of grade will be permitted to play in any of the girls’ divisions.
  1. ****** Age Cut-Off (December 31st. of current year) for any Division******
    1. To determine player eligibility for competing in the tournament, a 7th – 8th grade player cannot turn 15 years of age prior to December 31st, of current year, a 5th – 6th grade player cannot turn 13 years of age prior to the same cut-off date and a 3rd – 4th grader player cannot turn 11 years of age prior to the same cut-off.
    2. Minimum of age requirement for the 3rd – 4th grade bracket is 8 years of age.
  1. Uniforms. All jerseys top uniforms will be one color with numbers.  Shorts can be any color.
  1. No earrings, bracelets, rings, necklaces, and jewelry of any kind will be worn during the game.

    2. 2ND Offense and thereafter- Technical Foul
  1. NO GUM or candy to be eaten or chewed by players during the game.

  1. Mouth Guards.
    1. It is recommend (but not mandatory) that all participants wear mouth guards during play.
  1. First-Aid Kit.
    1. All teams are responsible to bring their own first-aid kit with at least 2 Ice Packs.
  1. Game Start.
    1. A team must have a minimum of 5 players to start a game.
    2. A 10 minute grace period will be given at the start time of a game to allow a team to have the required amount of players to start a game. 
    3. After the 10 minutes grace period the team will forfeit the game.
  1. Mercy Rule.
    1. Any team that has a 15 point or more lead will be asked to slow the game down and will have to play defense from behind the 3-point arch.
    2. If the lead in the second half becomes 25 or more points, the Mercy Rule will be instituted and the game will be stopped no matter what time is remaining on the clock.
  1. General Rules.
    1. All Players on a roster MUST play in each game.
    2. Each team will have a minimum of 2 games in the tournament
    3. Only 2 Coach Passes will be given to each team for entry / admission.
    4. Games played in accordance with NAGWS ~ High Schools Federation rules with the exception of the noted changes for the tournament.

All Coaches, players, fans, parents and officials will act in a mature and professional manner. 

Any team found to have Illegal players or to be in violation of the tournament rules will forfeit any games won and the Coach (s) of team will not be allowed to enter any other teams in future George Webb Tournaments.

  • I will remember that the game is played for the youth and not for the adults.
  • I will remember that youth sports are played for fun!
  • I will be a role model for my team demonstrating how to treat other players, parents, officials and coaches with respect at all times.
  • I will demonstrate good sportsmanship regardless of the score by acting in a positive manner towards all players, officials, parents and coaches.
  • I will show respect to all referees, officials and never act in a manner that would be disrespectful toward them.
  • I will be an encouragement to all players on all teams regardless of the score.
  • I will place my child’s emotional and physical wellbeing ahead of my own personal desire to win.
  • I will not use drugs, tobacco or alcohol at any Youth Sports practices or games and will remind other parents not to do so.
  • Coaches are responsible for their players and PARENTS.
  • I understand that I and possibly my child will be suspended without warning from the league for any violation of this Parent’s Code of Conduct.

    1. Inappropriate behavior from anyone will not be tolerated.
      1. 1ST Offense- Warning and team access a Technical.
      2. 2ND Offense- Ejected from building & the remainder of tournament and team access another Technical.            

All Decisions that are made by the Boys & Girls Club of Chicopee are final.
